Dear Sir:
Your letter of the 18th ultimo is received, and contents carefully noted. I would suggest that you send me a careful brief of your case. I will then try to carry out your wishes in regard to obtaining an appropriation to indemnify you and Mr. Bell for monies paid out on judgment obtained by the United States against you on the bond S. S. Foster. You had also better send evidence as to the payment, and the proceedings in the Court, &c., and get the matter up in shape so I can explain it to the Committee at the proper time.

Sir:
I have the honor to inclose a letter from Thomas D. Riordan, of San Francisco, California, and a brief made by him in regard to a case of the United States vs. F. A. Bee etal., No. 1208, in the United States District Court for the Northern District of California, in which judgment was given for plaintiff. It appears to me from the papers that he ought not be compelled to pay this judgment. If it is in the power of the Attorney General to relieve him in the manner suggested by Mr. Riordan I think it would be just and reasonable for such relief to be granted.
