Won Quoon Sin was born to Wong Shoon (father) and Lee Shee in 1869 at Red Bluff, California. He left for China on August 1, 1879 on the steamship City of Peking. .He returned on the steamship China, and arrived in San Francisco on July 19, 1890. The Collector of the Port of San Francisco refused permission for his landing. Chung Quong Ark petitioned for a Writ of Habeas Corpus on July 29, 1890. A bond was posted. S. C. Hougton, Commissioner recommended Discharge on June 22, 1891. Detainee was represented by Lyman Mowry. On June 22, 1891, an Order of Discharge was signed to allow the detainee to remain in the country.
