Jo Jew was born to Jo Sam (father) and Lee See (mother) in 1869 at Marysville, California. He left for China on September 6, 1881 on the steamship City of Peking . He returned on the steamship China, and arrived in San Francisco on December 7, 1889. The Collector of the Port of San Francisco refused permission for his landing. Lee Sam petitioned for a Writ of Habeas Corpus on December 24, 1889. A bond was posted. Ward McAllister, Jr., Special Referee and Examiner, recommended Remanding on January 28, 1890. Detainee was represented by Edward Blaney. On February 17, 1890 , an Order of Remand was signed to deport the detainee.
